Although even during Roman times Tyche (Fortuna) ceased to be a true pagan deity and became an allegorical personification of Fortune, this is a unique and unusual Byzantine coin type; no doubt a concession to this great city where her cult had a long history and reached its apogee, this (along with an analogous issue by Justinian I) can still be considered the last pagan vestige on Roman coinage.
