Apparently quite rare and unpublished in major references consulted, yet intriguing due to relatively clear and unambiguous devices and legends. The reverse anchor depiction has a parallel in some scarcer types from Ankyra of Phrygia (cf. LK A884B), as a punning type, though there the legends and Roman emperor associations are all missing. A conjectural attribution could be another Phrygian locale, Metropolis - though its published actual legends and types are different, and its distance from Ankyra considerable for direct type association...
